i imagine some of the amateurs got confused by flags waving round hurdles thinking it was a flag for a false start, then they all started following the herd i.e. pulled up ..... oops

the only thing i can think of is the starter wanted a false start and the flag man didn't do his job, which puts this on the starter / racecourse

Don't think it was a false start, some of the jockeys pulled up when seeing the flag, there was no need to pull up their horses.
Race went ahead, result will stand I reckon.

Im sure they were following procedure, but there were a number of hurdles dolled off...Presumably the jockeys were told pre race of this.

i see  no logical reason if hurdles are dolled off in advance of a race for a man with a flag to be waving as they approach the dolled off hurdle..

Why is there even someone waving a flag and blowing a whistle? The jockeys were already moving around them. And why a whistle? Whistles mean stop, not go. Mixed messages.

The starter should have told the jockeys that there would be a flag man on course , waving them by the dolled off hurdle...
a simple thing to avoid confusion.

BHA Racing Flags and Their Meanings
Flag     Colour/Design    Meaning and Action Required
Start Flag    (Colour not specified, used by the Starter)    Used to signal the start of a jump race (flat races use starting stalls). A raised flag indicates the start is imminent; lowering it starts the race.
False Start Flag    (Colour not specified, same as Start flag used by Starter)    Waved by the Starter and the Advance Flag Operator (AFO) to indicate a false start. Jockeys must pull up their horses and regroup.
Stop Race Flag    Orange and Yellow quarters (diagonally split)    Signals that the race must be stopped immediately due to a serious incident or hazard on the track. This is accompanied by a loud Fox 40 whistle. Riders must pull up their horses, and the race is typically declared void.
Possible Hazard Flag    Black and White chequered    Waved by racecourse staff from behind the running rail to signal a potential hazard ahead that requires caution, such as stalled vehicles or obstacles. This is also accompanied by a whistle.

Part of the problem is that the chequered flag is used in quite a few different circumstances.
But if you are dolling fences off surely that is removing a hazard, could just as easy put a few chapter 8 barriers on the course as well as the markers in the fence/hurdles

The European Siren/Klaxon system works perfectly fine and is so simple

If it goes off you stop the race, if not carry on.

It is so loud Jockeys, connections, racecourse officials and workers and all spectators on course and at home
all know immediately - confusion is stopped.

An enquiry was held into the placings in this race after Mr Tommie M. O’Brien, the rider of TROPICAL SPEED (IRE), Mr James King, the rider of DREAMWEAVER (IRE), Miss Daisy Warden, the rider of HILLTOWN (IRE), and Mr Harry O’Dwyer, the rider of SAN ET SAUF, had pulled up shortly after the start had been effected, when the chequered ‘hazard’ flag was being waved and the hazard whistles were being blown to signify the flights in the home straight were being omitted. All four riders, the Starters, the Clerk of the Course, Miss Gina Andrews, the rider of WASHINGTON SINGER, which subsequently fell, Mr P. W. Mullins, the rider of IT’S A BREEZE (IRE), placed third, Mrs Vicki Sollitt, the rider of HIDOR DE BERSY (FR), placed second, Mr Adam Ryan, the rider of the winner, CLEAR STORM, and Miss Elizabeth Feakes, the rider of HIGHWAY HERO, placed fourth, were all interviewed and shown recordings of the incident. Being 7lb claiming amateur riders, Mrs Sollitt, Miss Feakes, Miss Warden were all offered the opportunity to be accompanied in the enquiry but declined. After hearing their evidence, Mr O’Brien, Miss Warden, and Mr O’Dwyer were suspended for 7 days for pulling up after the chequered flag had been waved, which they mistakenly assumed was either a false start or a void race. Mr King’s explanation that he had pulled up because his saddle had slipped up the horse’s neck was accepted. The Stewards were satisfied that the correct procedures had been followed in respect of the deployment of the hazard warning flag, and ordered that the placings remain unaltered.

I have been called a pedant already today so please forgive me if this post continues the trend.
Why do stewards tolerate any failure of tack during a race, particularly saddle slippage.?  King’s mount would have started then pulled up because of poor preparation, no matter how the start went surely, with punters incurring inevitable losses.
