no. the new rule covers a reasonably niche scenario where the horse had its chance compromised by a starting error. not a scenario where the jockey wants it to be at the back, or the horse doesn't fancy racing today.

In Frogland they declare a faux depart, bring em back and it is given another chance or withdrawn, depending on the starters view. Seems unfair on the others but thats what happens
I know this because I did what I like to do here and lay refusers but in this case the thing changed its mind and won. big loss
