Gordon Brown has called on Chancellor Rachel Reeves to hike gambling taxes so she can lift benefit restrictions at her autumn Budget.

Like all plans to increase revenue, it will fail as people find ways to avoid it. The big loser again will be horse racing.

Yes people will go abroad /black market.  Much easier to do than decades ago when there was no internet/smartphones.  You could lose some money to dodgy outfit/s but too much tax/commission  and you KNOW you can't win so pointless trying.
