A horse is not allowed to run in the Derby without full tackle.  A man-made regulation in Racing.
There should be one about starting.  If a horse can’t behave in them without a hood it should be excluded from racing.
The misbehaviour of a horse at the stalls can, and often very much does, affect the performance of others.
