that cant be right jumping in a car,their could be someone in their with slates of lead,scales etc,etc

there is a rule that allows them to declare a result so long as they believe the horse carried the weight during the race, it covers things like not being able to recover a saddle or a jock being injured and not being able to weigh in, it's really rare but they have the power if they want
