But surely on this basis every owner or trainer, gallop watcher , mate in a pub who tells you his mate owns a horse and is a sure fire winner should also be charged ?
The charge from the infamous Gambling Commission is centred on "individuals suspected of using confidential information to gain an unfair advantage in betting markets".
If proven, it is considered "cheating" and a "criminal offence" under the 2005 Gambling Act.

What about Harry Redknap with THAT transfer market on here all those years ago when he denied a move was in the office yet it was backed into 1.01 on here for a few 100K ?

Was this MP one of those who benefited financially for placing bets on the date of the General Election? If so, charged and fined the MP. Then, a suspension from being an MP.
Crikey i've now realized i owe a few quid to someone following a chat with some Ronan connections , who do i pay the fine to anyone or will i end up in court 
bit of a diiference to a trainer thinking a horse will win to an MP having inside knowledge of a pending general election.
Its when you have information that one is going to win that makes the difference.

The MPs were allowed to keep their fraudulent gains at the moment. Us here would be denied access to our winning or a withdrawal.
Jockeys are not allowed to bet. It would not be much of a stretch to bar owners and trainers as well, and it would probably leave the average stable lad better off financially.
Some owners and trainers do like bet. I can accept that. However, they must not be allowed to 'lay' bets on their horses; to bet against their own horses is contrary to doing the best for the horses.
I don't know or pretend to know anything about soccer/football.Some years ago Sunderland were looking for a manager-a neighbour of mine got a phone call to say that X was going to be the new manager.My neighbour had €3500at 2/7 on X and looked forward to having 4500 in his account the following day.The following day the announcement was made but his account balance wasn't updated.After 48 hours he rang customer services who eventually told him the market was for next permanent manager and X was only a caretaker manager.The reason I know this story is that I knew someone working in PP head office at the time and the neighbour asked me if I could get the bet voided.Absolutely no chance was the reply.

Barring owners from having a punt on their own horses would be contrary to the spirit of the game, imo.
They mostly pour money into racing with little return - stopping them backing their own horse would take a lot of the fun out of it for many.
