I'm not sure, but best guess is it depends when the stream last respooled. Every time you get that little 'skip', it seems to return to the lowest possible latency, which increases very slowly over time until it next skips again.

I think it depends where in the spooling process you happen to hit the stream, and how long ago that particular stream last skipped back to it's lowest point of latency.

Google Chrome runs multiple processes for each open tab, extension, and plugin to improve stability and security. This multi-process architecture is designed to protect the browser from bugs and glitches.
How does this help?
Stability: If one tab or extension crashes, it won't affect the entire browser.
Security: Restricts access from each rendering engine process to other processes and to the rest of the system.
Speed: Splits the functions of Google Chrome between multiple cores on a modern CPU, which makes browsing faster.
How many processes will I see?
If you have one tab open and four active extensions, you will have four Chrome processes in your Windows Task Manager.
Two tabs will result in double that number.
Is this normal?
Yes, it's normal for Google Chrome to run multiple processes. The appearance of multiple entries for your single browser session isn't typically anything to be concerned about.
