Same reason why the fav in that race is at 19% instead of 33%, betfair set them at the market start and hardly ever change them!
Betfair should dynamically alter the rf as prices change up and down.

In this day and age and all the technology you'd think RF could be reflective of price at time of WD.

Probably due to market manipulation issues.

When the market is loaded each horse is given a 'reduction factor', based on a forecast price, which is expressed as a percentage. These reduction factors may be updated periodically at the discretion of Betfair based on trading in the market, but after approximately 15 minutes (approximately 5 minutes for Australian and US markets) from the scheduled 'off' time of a given race, they will be updated only in exceptional circumstances.

you surely forego the 'discretion' to do anything involving the markets when you chose to get involved within the markets ...

I've noticed that if I have an interest in the early markets and there is a subsequent non runner, I nearly always lose out. The explanation about trader's discretion explains that. Some of the early reductions are crazy.
