Anyone who laid the horse won't be complaining if they laid the horse when it became blindingly obvious he wasn't going anywhere, but should have been withdrawn after being given 2 chances.

the starter gave the horse far too much benefit of the doubt there imv...

if the horse looks like refusing then so be it...

starter shouldn't be concerning himself with that...
