What am I missing and how is this guy still claiming 7, aged 28, with the level of experience and the big race rides he has had?

Correct Swifty but it baffles me why this is so. He's effectively a professional. The 7 pounds is an absolute steal in his case. There are lots of kids who lose that claim within 6 months and we never hear of them again.
