There used to be a strict exam for London cabbies but I doubt if there is now. I can only speak as I found. The cab rank was across the road from the bus stop from the airport so it was not outside of the normal tourist area.
Lucky these days to find 10% of the Dublin city centre cabbies Irish. And that lessens again at night. And without Google maps half of them wouldn't have a clue where they're going.
