Apparently you're too thick to open the link I posted. If your argument is that the return is 0.6 then you're stupid because the place part of the bet returns 2.6.

In other words, I could back 9.0 and 1.85 on the exchange, or 9.0 and 2.6 with the bookie, the place part was therefore good value.

If bookies had no limits, you could bet 1000 E/W at 8/1, Then Lay 500 in the win market and 500 in the place market.
If the horse only placed, your win bets would lose 2% on commission, you'd lose 500 on the place lay at evens and profit 800 with the bookie. Net profit 300 risk-free.
