Arena should not be allowed to get away with this as it is their long time aim. If the track is ok but the buildings are not fit for public use it should be transferred to another track
“We hope to be back in either late November or early December but we are planning a staged return,” Spincer said. “When we are ready to race, owners, trainers and annual members will be accommodated on the first floor. That wasn’t affected so we have the owners’ suites available and the restaurant will be partly for owners and annual members and partly for stable staff.
“As facilities are returned to us and space is made available, we will be able to allow some members of the general public in.
“I’m confident we’ll have room for the public by January, if not before, but it will definitely be limited numbers to start with.”

Storm-damaged Southwell to stage racing again next Friday after coming through trials meeting
Southwell will reopen next Friday after receiving thumbs-ups all round following a successful trials morning. No meetings have been possible at the track since Storm Babet caused the nearby River Greet to overflow last month and left parts of the site under three feet of water last month.
But the Tapeta racing surface stood up well to the flooding and was praised by jockeys taking part in a series of gallops there on Thursday. Riders were also happy with the facilities put in place to replace the usual buildings, which will be out of action for a while, including a temporary weighing room by the parade ring.
Joanna Mason was among the riders who took part and she said of the track: "It feels good, they've done a really good job considering it was all under water. The horse I rode moved really well on it, there was a nice bit of give and I couldn't fault it.
"It's important it comes back, we've got Newcastle and apart from that the nearest is Wolverhampton, which is quite a trek. It's brilliant to have Newcastle and Southwell in such close proximity and we're all really looking forward to it and I know we've got a few horses planned out for when it reopens, hopefully soon."
PJ McDonald added: "There's very little difference from before the flood happened. It's very consistent."
Among the trainers to bring horses for a workout was Mick Appleby, who said: "They've done an amazing job, I'm quite surprised. The track looks to be riding great and the jockeys seem happy enough.
"It's very important it's back up and running. It's probably the best all-weather track, the layout makes it very fair."
Michael Dickinson, who invented Tapeta in partnership with his wife Joan Wakefield, travelled from the US to check on the surface and was not surprised at how well the track had survived the flood.
"Joan and her team were here for two weeks and it went very well but they couldn't believe how well the track had taken it, we've never had anything like this," he said.
"But I wasn't surprised, I thought it would be all right because Tapeta drains very well. It's designed to take 20 inches of water per hour. The only thing you worry about is contamination, if you got a whole lot of soil or dirt on it then you've lost it. But it was fine and Arc and the people on the track have been marvellous to work with."
All ground-floor buildings suffered damage after being flooded for five days and are unusable, so there will be a phased return to action with owners, trainers and annual members allowed in when racing resumes, but no paying racegoers.
The jockeys were shown around the new temporary weighing room and McDonald said: "They've done a great job in a short space of time. It's very spacious and the most important thing is it's going to be comfortable. If they've done this much in the last week, in another week's time it will be spot on.
"A lot of manpower has gone into it and I can't see any reason why we can't be up and running next week."
Southwell executive director Mark Clayton said: "It's been a big team effort by Arc, Southwell and our contractors to turn the site around to the point of us being able to race next week, which will be just five weeks after the flood.
"It will be a staged return due to the limited facilities, which means we must restrict access temporarily. Our focus will now move to allowing the public to return."
BHA racecourse and facilities manager Ollie Mann was at Southwell and said: “The track appears in good condition in spite of the difficult circumstances it has faced over the past few weeks. The racecourse has done a great job getting it back to this position. Those who rode it today also gave positive feedback, so we are happy for the fixture on the 24th to go ahead.”

These meetings should go elsewhere --------------------------------- 'We need to be sure it's safe' - Southwell closed to the general public until March due to flood damage Southwell racecourse at the height of the flood Southwell at the height of the flood in October Credit: Arena Racing Company Southwell's fixtures will not have entry to the paying public until at least March as the racecourse requires a major refurbishment to its facilities following severe flooding in October.
Areas of the racecourse were underwater by as much as three feet after Storm Babet battered Britain in the autumn and the track is only able to open its first-floor facilities to owners and trainers, stable staff and a number its 320 annual members as it continues to fix the damage.
Racing returned to Southwell a month after its flooding on November 24, but its next phase of reopening will be slower due to the damage caused to buildings. The racecourse can only reopen to the public if it meets various construction and insurance safety protocols.
The Winter Derby, the first Group race to be held at Southwell in February, will go ahead without a crowd, along with its valuable New Year's Day card that features a £75,000 handicap hurdle. General admission is hoped to be in place for the track's meeting on March 4, but racing before then will be watched by a few hundred at most.
Southwell's executive director Mark Clayton said: "It's been a magnificent team effort from everyone to be able to turn things around in a short space of time so we could race again on November 24. We focused on what we needed to for the resumption of racing, which was the track, the stable yard and the weighing room, which is temporary, and since then we've raced a number of times.
"We're back fighting only using the first floor facilities. We don't have any facilities we can give the public and our focus is now getting them back as soon as possible. Everything takes time and we need to be sure it's safe. We have a plan and we'll have a staged process for the refurbishment and hopefully we'll have crowds back as soon as possible, but we don't feel that'll happen before our first meeting in March."
He added: "It's really disappointing as we have our biggest jumps meeting here on New Year's Day and our first ever Group race, but we'll do everything we can to make sure those who can attend have an excellent experience."

Fond memories of the place, never crowded, good viewing and good staff. A bit remote, but added to if anything. Nice Owner/Trainer area, remember David Nicholls stood in front of me at the bar, ordering a large glass of white wine. After he was served I said " I will have one of those" the lady said "I am sorry Sir, we stock that one just Mr Nicholls. Would you care fore the house wine?"
He certainly had the Southwell ladies charmed.
