The RP are reporting major owners being subject to AFCs many stating that they will leave the sport. Others stating that they have substantial means when challenged by bookmakers. The daily examples being reported by all sorts of punters rightly putting pressure on the GC/Gov. However here we have a RP employee recording bets of £240 ew and winnings of £4k at Brighton last week (R&FO). Previous weeks reporting similar success. He has at least 3 accounts Lads/WH/Star Sports. It would appear he has not been subject to checks. Given the wealth of the average owner who have been affected this just dosnt add up.

Of course, this is patently ridiculous - most of them could afford to buy a small island, let alone have a fecking bet!

because he might have been a billionaire last year and lost it all betting down to his last few millions, having or not having money is not the judgement of someone who has a gambling problem if i were a taxman/fraud investigator etc i might be keeping an eye on these people going public that they,d rather leave racing than show some of their finances, boris johnson mulyi millionaire could easily afford to bet alot of money but would imagine he,d rather have his right arm chopped of than someone have access to where his money comes from

Nothing to stop anyone having a phone account with an on course layer and their bets being recorded in the on course ledger and as such not subject to ACs whatever form they may be when implemented by the GC or White Paper unless the on course layers are included in new legislation?

on course not to keen on laying horse,s to lose especially from those in the no,racing/punting if you want is basically going back to where it was 35 /40 yrs ago, where laying horses for 99% of punters wasnt easily possible and racing was far better for it,not surprising theres plenty dont want that to happen

how many punters LAID horse to lose 40 yrs ago ? far as i no to the average joe punter the only way to lay a horse was to back every other horse in the race to win and we didnt have pundits/comms etc putting up horses they thought would lose, other than putting one horse up they thought would win,youve got to get this notion out of your head that betfair,dedicated racing channels etc form the maj of racing punters in uk ,their still a small minority in the overall great scheme

Bookies could hedge into the exchange if they so wished which would improve liquidity and at the same time the Levy would benefit depending on how bookies are charged in future.There is nothing that I know of which should prevent the owners or trainers who want a punt from having a few accounts with on course layers and placing their bets with them when the bookies are on course.
As far as I am aware there is no restriction or requirement for a punter to be physically present for a bet to be regarded as on course, stand to be corrected if I missed something?

The simple fact is that Bookies are not compelled to carry out ACs and it is purely voluntary on their part, it is obvious they have been cleaning house in anticipation of new legislation, and doing it badly.
Another simple fact is that if they have breached the expected new regulations before they are implemented they cannot be held liable for those breaches under any new regulations on the terms the GC want. No retrospective penalties in other words but bookies taking early action in expectation of even more draconian rules and avoiding ridiculous fines by a non elected body?

What about bookies themselves? Who and where do the on-course bookies bet with? If here, any AC from betfair? Similarly, high street bookies. Are bookies subject to the same stringent AC as punters? If not, why not? One rule for us punters, another for their mates then.

I firmly believe bookies are using AC to facilitate their ultimate objective ie to secure a detailed info of a punter's financial and betting activities; restricting or closing the account, if necessary.

I would argue for the latter, because then the year effectively is a period of about 2 years.. and you will have days during the winter when racing is not on....
