Actually his riding of the horse has a valid excuse if Fitzy was his "Coach".
You;d be in poor mental health with gangsters threatening you and your family too.
He must have access to mental health and The NHS if required arising because of the ride he gave to "that" horse. Notwithstanding he was unprofessional in "that" ride - intentional or not. And, a degree of censure is an absolute must and necessary given his chosen professional and its importance to betting.

If he`s not well take is licence away . he doesn`t deserve one unless he comes clean about the ride!
...and let's never mind about the mental health of punters who end up being conned out of their own money...
