If the prisons are full consider housing them in poly-tunnels or barracks which the inmates will have to pay for themselves. I honestly believe some prisons ought to be charged eg benefit and financial fraudsters and traffic offenders.

Next consider charging the repeat and self-inflicted users of the NHS eg smokers / heavy drinkers (cancer-related cases); fatties (non-hereditary but greedy and convenient food abusers). UK Plc and taxpayers cannot afford to continue to fund these categories of health and food abusers.

What the BBC gravy-trainers / individuals are doing / have done in the past should not be used to define the legitimacy and legality of possessing a TV Licence. There are so many householders I've come across without a TV Licence. Some are benefit recipients.

Road Tax - Vehicles (for using the roads).
VAT - Goods
Import / Custom & Excise - Vehicles
Income / Corporation Tax - Individual / Company

As such, why exclude a TV Licence tax for users? Pay-per view eg SKY / NOW / Disney / etc.

Pay to use it, simple!
