If that happened in the Derby !?!?

Just imagine that an odds on Coolmore fav and second fav for that matter got left at the start due to malfunctioning stalls ....would the stewards just send a report ? I can guarantee that the Coolmore lawyers law suit would beat the report to the BHA..... Why does racing persist in having Amateurs anywhere near a decision making process???
