Isn't it a case of:

Chequered flag to omit an obstacle

Yellow for a void race.

so those that chose to jump the hurdle were continuing to race .... those that chose to go round it weren't

I believe they jumped the hurdle and then pulled up. I don't believe they continued to race

THE FURNESS FISH & GAME HANDICAP HURDLE RACE (CLASS 5)

The Stewards held an enquiry following a fall at the first hurdle, causing the Clerk of the Course to order the deployment of the yellow ‘stop race’ flag. They interviewed the Clerk of the Course, riders Jonathon Bewley, Steven Fox, Will Kennedy, Sean Quinlan and Brian Hughes. The Clerk of the Course stated that Derek Fox the rider of THE COMPELLER, which fell at the first hurdle, was receiving medical treatment in the bypass area and could not be moved before the runners came around on the next circuit. She added that in her opinion, there was not sufficient room, nor was it safe for the runners to negotiate the incident, and she had therefore deployed the ‘stop race’ procedure. As the yellow ‘stop race’ flag had been deployed, the Stewards declared the race void and having heard the evidence, were satisfied that the correct procedures had been implemented.
