So can we confidently assume rather than finding money,he is in fact,losing quite a lot of it.

freddiewilliams - apparently, there are just two items if found and consequently handed into the police station (following the standard 3 months waiting for the owner to claim them),that the finder is not allowed to claim ownership of said items.

These two items are:

1. mobile phones.
2. Cash.

Anything else I think can be kept by the finder of lost property.

police have no time to be worrying about phones or cash ---best to do your own detective work   !!!!
