They need to scrap this betting overnight and ten hours or more before the event.

Couldn't agree more, sparrow.  My preference would be for betting on a card to open about 3 hours before the first race on the card.

get a petition together to encourage a major business to adopt a new strategy where they lose money

hello : these changes have been made law in NSW Australia as a direct response to public pressure.
The big bookies - e.g.Will Hills- resisted but eventually came to heel.

And you know: if bookies just concentrated more on their own books and stopped worrying about what others do , they will be fine.

If a product is advertised - sell it to all; if a price is put up-lay it for a reasonable amount - in NSW its something like £1000 sterling  for grade 1 thoroughbred racing and half that for others
