I think the suggestion was that those giving the winner a soft lead had to use up some of their finishing energy just to close the gap, and then had nothing left when the winner went on again having had a breather in front due to that soft lead.
A furlong lead is a daft exaggeration though but then what do you expect from the person saying so?
