Looked to me like the other horse ran across him and spooked his mount, causing it do duck out to the left so as not to run into the back of the other one jumping across it.
Seems a bit unlikely that the jockey would jump one fence without any stirrups and then make so much effort to get his feet back in again, only to then jump off at the very next fence once he finally did so.
