Worcester 3.15 betting, how can the bookmakers make it pay?

I'm sure that's the way you have to ride the horse and all that but it's a bit disappointing when your jockey is just nudging away, hands and heels and gets beaten by a nose by a horse whose jockey is pushing hard and whipping away.
