Dear FOI Enquiries, The BBC has sent me a pdf file explaining that the communications act 2003 makes it a legal requirement to pay television license fees, however, my question was, which LAW states i have to pay tv license fees. An act is not a law, an act can only be actioned upon if the citizen agrees to be subjected to its original intention (i do not) therefore to the best of my knowledge as the BBC have failed to tell me otherwise, there is NO UK LAW which requires me to pay tv license fees. AN ACT IS NOT A LAW, THUS THERE IS NO MURDER ACT, THERE IS NO RAPE ACT, ONLY MURDER LAWS AND RAPE LAWS. From this day fourth i will proceed to cancel my direct debit to TV License and until i see evidence that a LAW exists telling me otherwise, then i shall not pay another penny, i may even request a refund of what i have paid so far.

Logikal - "Balding could be one of the reasons for no new contract after speaking to Sheik Mo like she did after the Guineas"
The below seems to be a verbatim report of the exchange (even though its from the Guardian. What hard-hitting incisive question did you take exception to?
Guardian quote... Balding had had to be persistent to get an interview of any kind, as the Sheikh twice turned down her off-camera approaches. But, caught up in the euphoria of the winner's enclosure after his chestnut had won by an impressive five lengths, he consented.
"I'm very, very happy to come and see a good horse winning the Guineas," said the Sheikh, who serves as ruler of Dubai and prime minister of the UAE. Asked if he had been tempted to stay away, he replied: "I always face certain ... challenges. To me, it's normal."
Balding then asked if the Sheikh was "happy" with the actions of the British Horseracing Authority, who recently banned one of his trainers, Mahmood al-Zarooni, for eight years for covert use of steroids. "That's up to them," said the Sheikh, already turning away, melting into his supportive entourage." Unquote

Amazing that people are prepared to pay £20 per month for RUK when access to the full range of BBC programmes cost just over £12 a month. Anybody got RUK + the full Sky Sports package + BT TV to pick up the games they have. How much does that lot cost please ?

tambhoy... are you really trying to suggest that an act of parliament is not law? lol...
in England and Wales, there are two basic ways that laws are created: common law and statute. your reference to that act, if it's received the royal assent is as good law (better in fact) than the common law relating to murder etc.
so, yes it is a legal requirement for you to have a tv licence and I agree with those above who think you're a loon.

Part 4 of the Communications Act 2003 makes it an offence to install or use a television receiver to watch or record any television programmes as they're being shown on television without a valid TV Licence. The Act empowers the BBC to make and amend the terms and conditions of a licence. It allows the government to make regulations to exempt or reduce the licence fee for certain persons in certain circumstances. It also makes it an offence for anyone to have any television receiver in their possession or under their control who intends to install or use it in contravention of the main offence (above), or knows, or has reasonable grounds for believing, that another person intends to install or use a television receiver in contravention of the main offence. The Communications (Television Licensing) Regulations 2004 define what is a 'television set' and who is a 'television dealer'. The regulations also set out the various types of TV Licence, the criteria for obtaining them, the fees payable for them (including the frequency and amount of instalments) and the different concessions available, including concessions for people who are blind or severely sight impaired, people who are over 74 years of age, people who live in residential care and people who run hotels, guesthouses or campsites. The Wireless Telegraphy Act of 1967 (as amended) has been repealed meaning that from 25 June 2013 onwards, TV dealers are no longer required to notify TV Licensing when they sell or rent out TV equipment.

Tasmmy, Feast your eyes on this; You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast. This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder.
It costs £145.50 for colour and £49.00 for a black and white TV Licence

you could even if you so wished invite them into your house and the telly could have the aerial in the back of the telly but if it's not switched on they can't prove you are watching live telly.people just get scared when they come to the door and sign the form, therefor admitting everything.

I would be very happy to do without any terrestrial channels if I could avoid the license fee. I only watch C4 racing if I am away from home. I pay 3 license fees as I have 2 holiday cottages next to my house so that is £420 a year for the privilege of funding BBC, the most self satisfied and pointless organisation on the planet.

I'm afraid you seem to be confused between whether or not something is law, and whether or not a law is enforced.

judo - C4 Racing are a perfect example of so many businesses in this country these days who think they are above finding out what their customers actually want. They'd rater pay big bucks to a marketing firm to produce a report telling them they're doing great. They then seem surprised when it all goes t*ts-up.

I know 2 households who don't pay for a tv licence every year but still watch all the tv channels in the uk including BBC. And they do this legally and in the full knowledge of the tv licensing people.
They just have to sign something every three years to say they don't watch any terrestrial tv as it is shown.

There seems to a lot of "you had it coming" and "who cares?" sentiment here. But without terrestrial coverage where is the next generation of punters coming from? No-one will be tuning into ATR except us grey-beards. Once we're gone that's it - last one to leave put the lights out!

I tried to light a spark in my son's head by showing him the sheer joy of working out a race and watching your opinion unfold in front of you. He's a sensible level headed kid who I just know would get it if the magic penny were to drop. But he watched Channel 4 and decided (quite perceptively) that it was just sycophantic hype. No response. He'd rather watch football. I'd like to think that if he had seen Dawn Run come up the hill with PO'S commentating, or Mtoto and Reference Point going head to head at Sandown, (just examples) the fire might have taken hold. I'm telling you guys - we're on a fast train to oblivion, and CH4 need to get that!

I can remember the days of John Rickman and his trilby hat, and almost unthinkable that there would be no terrestrial coverage of horse racing on TV. A big shame when BBC stopped it's coverage, and glad we have C4, and hope we keep it.....
