advise on Gruss please

I have been setting the conditional betting to place back bets when any horse hits 1.2 IR and set the maximum exposure at the same level, but if there is enough in the account and more than 1 horse goes down to 1.2 Gruss ignores the exposure figure and is firing in 2 bets instead of stopping at 1.

Anyone had a similar problem?
