If a horse is 10 lengths behind the rest because of circumstance, then yes, they shouldn't start.

It should be the starters duty to ensure that the horses taking part have an equal chance at the start, if they do not, do not allow them to start, they should be fuct off like bad refs if they do it.

FFS the horse plays up at the start every time it runs. If you don't know that by now give up. If you do know that you shouldn't be backing it until after he's jumped off.
