BHA have announced that owners will be breaking the rules if they lay a horse from any yard in which they have a horse in training. I can see where they are coming from but some big owners have horses in a lot of yards so their use of an exchange to trade in and out on a horsewill be effectively banned. I fail to see the difference between laying and backing in this regard. If you have inside information, you are benefitting from info about a likely winner just as much as a likely loser. At this rate, owners will be banned from betting at all! As a matter of interest will it apply to bookmakers who own horses as well? If not why not?
Every owner with a runner in a race should be charged an additional £1,000 entry fee and the BHA place £500 win and place at betfair sp on every runner with the full returns going to the relative owners. This would make it more expensive to run unfit horses, run them under the wrong conditions or just plain non-trying. It would even mean backing their horse off the board woulds cost them. It would be a zero sum game for owners long term.

it was an unwritten rule and frowned upon but not enforceable under the rules of racing.
Now they've made it clear cut and enforcable. To be honest a few might not agree with the rules but you wont get a consensus no matter what they make the rules.

you will practically not be allowed to bet in the race...
as backing the opposition will be considered laying your yard.... unless they expressly permit this.... as currently it is considered the same

Nobody else have a view on whether a bookmaker should be allowed to lay a horse from a yard where he has a horse in training? If I was still an owner I would mount a legal challenge against the BHA if I was banned from laying and they were not. The Magician, the BHA and many commentators don't seem to think that backing the rest of the field is the same as laying.

Yes, thankfully this rule change wont affect me, but for some who have legs in horses here there and everywhere it must be a right pain.
I wont be rushing to send one to Richard Hannon thats for sure. If he let me LOL

That is incorrect they have written to me to confirm they do....
So I can only assume you will be procluded from backing the opposition under the new rule

Interesting, Magician. Still no comment from anyone about bookmaker/owners. I have Emailed the BHA about this and await their response. Bookmakers have had horses in training for as long as there has been racing and they lay horses every day.

^Sageform very good point. What are the BHA going to do, tell VC that his firm can't price up and take bets on races where he owns a runner? And what about policing syndicates and owners who run horses under another name (Mrs Paul Roy for example). You can't have rules in place where certain owners receive preferential treatment because of who they are. Think the BHA would have one hell of a job upholding these new rules in a court of law...

If they use discretion when applying the rule it is a good idea but if they go after someone who owns a 5% share in a syndicate that has horses in 20 yards it will be unworkable.
