We see plenty of hunter chasers partnered by their owner/trainer how will it affect them if they go all out to win and break the rule? They may only have 2 horses so a ban wont affect them and the % lost for the ride wont bother them either. So how do they handle that situation?

Amateur owner/trainer/riders are gentleman, they wouldn't dream of breaking any rules.
Moreover their fathers will probably be the stewards.
