if you tried to implement no whips for two weeks that would be tantamount to suicide for that two weeks levy ie four percent off a years levy he should engage his brain before he opens his mouth

All the cheating doesnt scare punters off so I cant see how no whips would.
Yeah, that point i agree with. Just implement fair, sensible and consistent whip rules.
