This is where the authorities clearly do not have a clue in my opinion.
You can back every other horse in a race in which you have a runner entirely within the terms of the rules and regulations.

Absolutely correct. As long as you do not profiteer by "laying your horse to lose" you can bet on every horse in the race but you must never take bets on your own horse, in full knowledge that it will lose.

yep you can back every horse in the race apart from yours to win a pre determined sum say £10k
but you cant lay your own to win a fiver.

This what you do:
Register the horses in the name of your mother.
She backs her runner in the race.
You lay it when necessary on your nominee account.
