The Arc....betting without Enable?

Ulysses (U) and Order Of St George (OoSG) are next best in the betting, but Highland Reel (2nd last year and went past OoSG to be 3rd) and beating U twice over 12f and 10f last season on good/good good to firm ground is trading at 32 here. A non-runner perhaps or market manipulation?

If a confirmed runner and on prevailing good ground, and with an enterprising ride from pilot eg up with the pace (lead if no pace) he could beat Enable on merit and/or at least be placed and/or be 2nd to Enable or one of the French or Japanese horse if Enable bombs out because of the Yorkshire Oaks.
