In January 2013 Merton Council consulted on the pre-submission version of its 'Sites and Policies' Development Plan Document. With respect to the site allocation for Wimbledon Greyhound Stadium the Mayor made the following comment:
"Site 37 - Wimbledon Greyhound Stadium
The suggested use of the site for substantial out of centre retail causes strategic policy concern and would not be in conformity with London Plan policy. The loss of the greyhound stadium use would also raise strategic policy concerns."
The Council is now consulting on the Submission draft of this document. The allocated use of this site is now “Intensification of sporting activity (D2 Use Class) with supporting enabling development. Developments that facilitate more sporting activity may be enabled by more viable uses, subject to meeting planning policy, evidence and consultation”.
The consultation period ended on 30 August 2013.

Any planning application on this site is likely to be referable to the Mayor. This means that initially he will be required to provide a statement of compliance with the London Plan. Once the Council has determined the application it will be referred back to the Mayor for a final decision. Given the Mayor’s role in the determination of a future application he is unable to comment on the specific proposal put forward for a new stadium.

Lads, I would suggest you read the documentation very carefully. I do not think you are buying two greyhound tracks, what I think you are buying is rental income from the two tracks . So Lar no need for you to get out the cheque book, or to go to Dubai with your camera or for the IGB to get involved. Tom, I would say we are two to one on to get Wimbledon, but as you and I know twos on chances often get beaten. Paschal

PASCHAL TAGGART on Wednesday night described the day's earlier planning hearing about the future of Wimbledon Stadium as “on reflection, a disaster”.
Taggart, who plans to redevelop the Plough Lane site for greyhound racing, said that he was disappointed at the lack of a general support from greyhound fans and sees the cards as increasingly stacked against his scheme. “It’s not beyond repair, but it can’t be about three or four people – we need everyone to get behind us. I know everyone’s busy but where were the trainers today? The more I think about it, the more disappointed I am.

The greyhound proposals for Wimbledon are fantastic but I think you are right that Greyhound Racing in London has had its day. Development land values in London have gone through the roof. The fundamental problem is the opposition own the land who build houses and not sporting venues. They've taken AFC Wimbledon on board as they would never get pure house building permission. I wonder how the football club will fund it as they have nothing to sell. (loan from Galliard? or will they be Galliards tenants? or equity debt) The GRA were basically broke years ago. The venture capitalists Risk saw an opportunity as the GRA owned the freehold on a lot of land. To maximise this value and satisfy the debt requirements they took Galliard as partners. They may well have been told to. Galliard have massive financial clout and will likely be able to borrow as much money as they need to complete this development. GRA are now just short term leaseholders. All GRA tracks are earmarked for development. The GRA are a busted flush and very little use to the long term future of greyhound racing. I suspect Wimbledon is not for sale and Galliard will never take a loss on the site. It is very important that all get behind the Oxford bid and for a greyhound supporter to try and buy the track. Every effort should be made to buy the Birmingham tracks. Based upon what L and Q stated in their planning application to demolish the Stowthey stand to make very little initially but a great deal over a 30 year period. This is because they overpaid for the site. Galliard have paid little for the Plough Lane site in cash terms so they stand to make massive profits. A couple of million on administrative, legal and if necessary appeal fees will be a drop in the ocean. Greyhound Racing is now a provincial sport and needs to face that fact and get a governing body that is pro active and develop it along those lines. It is still a great night out and viable with tracks whose owners care. Paschal Taggart is right you cannot leave its future to others.

Good Question....without knowing the debt servicing provisions its only conjecture. Interest payments are probably quite lumpy and NAMA maybe in for the long haul. That is why I think all GRA stadia are houses. Galliard probably have a AAA or something similar credit rating allowing them to borrow at favourable rates for new developments. We are talking 500 units plus a football stadium with their proposals. £150 million plus development. GRA are at the bottom of the food chain in this. While Hall Green, Perry Bar etc are viable and providing an income stream it pays the expenses on the whole project. Greyhound Racing with the GRA is being milked and terminal.
