If I back Webb Simpson for the british open and as is expected he doesnt play do I get my money back? Do same rules apply to high street firms?

Yes , you get your money back . Only one I think might apply Ante post rules is the BeeWin outfit , so avoid them .
Money lost with b*tfred if he withdraws before Monday. You're fine with the other High Street people as far as I can see.
