The other night I placed a bet before the final of the 110 Metre Hurdles on the second favourite. The athlete in question injured himself in warm up and didn't run.

The bet was settled as a loser. Can anyone explain why? If a horse was withdrawn under these circumstances the money would have been returned as a non runner.

Would they also have applied a Rule 4 to winning bets?

Were you betting on the final or the winner?  From your wording, I would assume there were heats, so if you were betting on the winner, the second fav was a runner (having already competed in heats to get to the final). 

Sucks, but I would suggest settled correctly (assuming I'm right in my assumptions above).
