a betting tax to fund investigation.

you couldn't make it up.

why don't we increase the duty on alcohol in the UK to help fund indian police in stopping illegal brewing, distribution and sale in the dry states.

When I was much younger i used to bet my mates a million pounds on things like being able to do more keepy-uppies than them. As back then I had not reached the legal age for betting and none of my chums were licensed bookmakers I wonder if these sort of bets were considered in the University's findings? I'm sure there were other people making these kinds of bets as well.
