In addition to the usual bet matching process, many markets on Betfair use a process called cross-selection matching (“cross-matching”) to match bets. When a bet request cannot be matched by an opposing bet on the same selection, cross-matching will attempt to match the bet request with unmatched liquidity on the remaining selections in the market. Betfair General Betting Limited (a company within the Betfair group) is licensed and has been nominated by Betfair to act as counterparty to bets so as to enable cross matching to occur."

ofcourse they will match backer against backer who wouldnt, to them its 2 possible win bets with no risk, both backers lose and their money is trousered by the city crew.
