i took a price on the winner in the 7.40 @ kemp this afternoon.
16/1 shot was w/d before the off, no rule 4
however according to the live help
5% rule 4 was applied to my bet because when i took the price this afternoon
the horse that was w/drawn was 11/1 at the time.
is this right?

Sounds odd to me. I thought it was the price of the horse at the time it was withdrawn that determined it.
They determine rule 4 at time bet was placed. Other firms at time of withdrawal.
