I Think if its possible to get a licence then betfair will be first in the queue for one.

I've only read a paragraph or so about the new law in France so I'm no expert, but on the surface it seems like a good thing for gamblers and bookies.
From what I can tell, France is accepting the reality of the internet and moving a little towards the English model of Licencing and taxing the bookies.

It defines a "ceiling" on possible return for the punters(I kid you not, meaning you can't run highly efficient books the percentage a book is not allowed to go over was something like 90% or lower) and it uses a huge**hoc ergo propter hoc fallacy to discriminate against exchange betting.
It's a travesty of a law, that would force Betfair specifically to make significant technological investment if they wish to comply with it.(separate the activity of french customers via a third party company and change it to take offers only interface(fill or kill) and even then it could not be seen as enough).
It may be easier to directly challenge the amendment in front of the EU commission as discriminatory, but seeing as years after the ** GC's study from 2007 they still haven't debunked it, I kind of doubt they have the ability and expertise needed to show the difference between having data and drawing conclusions from it.
