When betfair say they have 15% better odds does this mean 15% better in the odds or the percentage probability?

E.g. Isn't 15% better than 1.06 only 1.07? If you got 15% better probability it would be 1.28 wouldn't it?

I'm confused!

15% better in the odds (individual)
the over/underrounds are calculated collectively (I Think)
