More likely the 60 point sanction is applied in August so the cheats can start the season on -60.
The big question is how many titles and cups will they lose and will the vacant crowns be awarded to the runner ups.

If Man City don't win the PL this season, I'm sure they will get sanctions applied. Not enough to relate them of course
