As a West Ham fan, Liverpool at the moment are way above the most exciting and entertaining side to watch as a neutral in my opinion.
I watch football to entertain myself. Liverpool and Klopp have entertained me like no other the last few years. It has been brilliant.

It took him years to turn the team around not having the money to spend like others
It was only when he could reinvest the Coutinho money that the team went to another level
I think he has overachieved given the financial resources given to others and the respective strength of the squads
He turned around the academy and we can see the quality of some of the youngsters coming through
Cheaty had to cheat to win their trophies by financial doping just like a drugs cheat

George Graham won 2 league titles, an FA Cup, 2 League Cups, and a Cup Winners Cup.
For Klopp to compete with pep all this time is phenomenal. The league would be like France without him. Papering over the cracks of what City have turned the league into. France is a good comparator as it has also been hijacked by an oil state.
Arteta has taken over a similar cráp squad and done similar the last few years. People also say he is a failure. Klopp has punched above his weight against more powerful opponents his entire career as a manager.
Some of the allegations against City are that they made under the table payments to players/managers. If that is true then there is only one explanation for that. It's not incompetence or recklessness like Everton. It's degrees worse in terms of dishonesty. But you are dealing with people who have never had rules to deal with. They are totally foreign to them in their country. Need to get your head around that.

As already mentioned, I'm a neutral as well, in all things connected with Liverpool that is. So from the outside looking in I think Klopp is a very likeable and charismatic character and has been excellent to follow.
I also do make a point to watch their games which I don't do for many others, Villa & Spurs being two examples.
