No it doesn't. My point referred to bottom half clubs, yours referred to the two favourites for the league.
For a club coming up into the PL like Fulham, they would have to offer a player extra money to join them compared to a mid-table club as the risk of relegation, and a pay cut, is greater. That makes it harder for them to compete with other PL clubs and means it's even more likely that they will go down as they won't be able to afford players they otherwise would. That distorts competition in the PL and makes it even harder for them to stay up.

And when dropping back down they get a massive financial advantage over about 18 or 19 Championship clubs, thus yo yoing year in year out and the same clubs being promoted back
Next season its probably going to be Fulham and WBA being top 2 comfortably and Sheff United possibly making the playoffs and going up through that if luck is on their side
The 3 relegated side are going to be Watford, Norwich and the winners of the playoff are going to finish rock bottom with not a cat in hells chance
