The only thing consistent with VAR's interpretation of the new handball rules for penalties is that it is totally inconsistent.

If you read the laws of the game, they are heavy going.
Very difficult to put seemingly straightforward concepts in to water tight language.

For a penalty handball they are supposed to take into account how far away the defender was when the ball was struck in that did he have time to get his arm out of the way ,well he was 2 yards away and could not get out of the way.
Next they have to take into account was the arm in a natural silhouette or was it outstretched, well it was slightly outstretched but there was mitigating circumstances in that the defender was facing away from the ball and taking evasive action from Ronaldos dangerous high boot in attempting the volley so I'm my opinion under these new rules for penalty handballs VAR have got this badly wrong and a penalty should not have been awarded and incidentally the shot was not on target i believe.

Handling the ball

It is an offence if a player:

• deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball
• gains possession/control of the ball after it has touched their hand/arm and then:
• scores in the opponents’ goal • creates a goal-scoring opportunity
• scores in the opponents’ goal directly from their hand/arm, even if accidental, including by the goalkeeper

It is usually an offence if a player:

• touches the ball with their hand/arm when:
• the hand/arm has made their body unnaturally bigger
• the hand/arm is above/beyond their shoulder level (unless the player
deliberately plays the ball which then touches their hand/arm)

The above offences apply even if the ball touches a player’s hand/arm directly from the head or body (including the foot) of another player who is close.

Based on that, the ref must have concluded that his arm was NOT close to his body and made the body unnaturally bigger.
Nothing in the law to provide a distinction for the distance between ball striker and the player hit by the ball.

The use of the word “usually” is, however, interesting.
Interesting because no definitions are provided of how an unusual event is to be determined.

Exactly USUALLY does not mean definitely and the distance is not in the law but i am sure FIFA indicated this had to be one of a few considerations when giving a penalty for handball i.e. the distance between the ball being struck and how far away the defender is and with the defender only being 2 yards away this makes it relevant.

How close does close need to be for a handball not to be deemed as an offence Crazy

Clearly, the intention of the law is for the vast majority of handball incidents to be classed as an offence, very little solid wriggle room within the laws.

Ang when that happens it only relates to the attacking player thats why they disallow goals for the merest touch of the ball onto arm,there are 2 distinct separate laws created by IFAB 1 for the attacking team and 1 for the defending team so as for example scenario 1 attacking team player the ball strikes arm even when arm in natural silhouette and the merest brush of the ball then it is handball and goal disallowed,  now scenario 2 Defender inside the penalty box same circumstances and it is not handball and no penalty is given.
