A game is approaching the dying seconds of the game (it happens to be 0-0, but obviously this should have no bearing).  In the last second the referee awards a penalty.  The player takes the penalty, the keeper saves it and the rebound is scored.  The referee disallows the goal stating that there was only time for the penalty to be taken.  Is the referee right?

doubt the time-keeping was that accurate. Most of the time they just make it up
Report CLYDEBANK29 November 16, 2014 2:35 PM GMT
It happened today to my son's team.

Usually refs won't blow for full time if the ball is in either 18 yard box. Whether this is an actual rule or not though I couldn't tell you.
Report kenilworth November 16, 2014 3:42 PM GMT
The referee was correct.
Report OldGold November 16, 2014 3:44 PM GMT
As if the ref was checking his watch in those couple of secondsCrazy
Report Clouseau November 16, 2014 3:54 PM GMT
In the last second the referee awards a penalty.

You have answered your own question.

Referee was right.

The referee was right, if he was coming from Niva Ternopil V FK Ternopil

I agree with kenilworth. Shocked

I didn't know Clive Thomas was still refereeing. The ****.

Prob technically right, but did he blow the whistle after the pen was saved (before ball went in goal)?

Plus, as above, they make up time amounts, even in the Premier League, off the top of their heads - or the other end in many cases.

6 yellows, 3 injuries - oh that's 1 added minute...Cry
Report scandanavian_haven November 16, 2014 4:29 PM GMT
Referee's are meant to let the attack finish in the last third before blowing, it wasn't a penalty shootout, goal should have stood.
Report Mikael D'Haguenet November 16, 2014 4:36 PM GMT
That sounds dubious, SH.
Report Mikael D'Haguenet November 16, 2014 4:49 PM GMT
Having had a quick perusal of the laws of the game, I'm even more doubtful.
Report NorwichRob November 16, 2014 5:01 PM GMT
Stu spot on - did the ref blow for full time? If not the goal should stand.
Report Mikael D'Haguenet November 16, 2014 5:04 PM GMT
Fair point re final whistle, but I couldn't find any provision for it in the rules. I was skimming so may have missed it.

time is added on for a pelanty to be taken, it becomes the same as a pelanty in a shootout once time is up

btw it annoys me that several refs add on time for a free kick to be taken, when time is up

I was a referee in the past, not for long, but I had to take an exam, and for that exam we had to learn all the rules from a FIFA book, so that was something official. I might be wrong cause it's been 7 years since then, but I think a referee shouldn't stop dangerous attacks. Blowing the next second after a the GK saved the penalty was wrong in my opinion, as he must've waited for the ''attack'' to settle. Maybe he was not badly intended but only in a hury to end the match not thinking that a goal could be scored even after a save from the gk.
Anyway, if he did blew for FT before the ball got into the net, then that's that, the goal can not be awarded.

that's what I said earlier, that is the rule

Should be easy to point out the rule if that's the case, SH.

When a penalty kick is taken during the normal course of play, or time has
been extended at half-time or full time to allow a penalty kick to be taken or
retaken, a goal is awarded if, before passing between the goalposts and under
the crossbar:
• the ball touches either or both of the goalposts and/or the crossbar and/or
the goalkeeper

The referee decides when a penalty kick has been completed.
Report Marius5a November 16, 2014 7:23 PM GMT
Ok, but when a penalty is completed it doesn't mean the game should also end. After the penalty there was still a dangerous attack going on with the ball in the box, so the ref should have waited.
Report Marius5a November 16, 2014 7:25 PM GMT
Btw, that's exactly the book I was talking about, Mikael.
Report CLYDEBANK29 November 17, 2014 10:53 AM GMT
I'm still none the wiser.  Possible conclusion seems to be the referee is right whatever he decides to do.  As usualLaugh

My son's team conceded the penalty so at least he was happy.
Report donny osmond November 17, 2014 11:15 AM GMT
its a shame for the kids that there is no right answer

i think the thing to do in future is to ask the ref if time is up, or how much time remains, and take it from there.

if he says there is only time for the kick to be taken then the defenders can wander off for a well earned beer !!!

i have to say i always thought play ended with the penalty kick, as in a shootout, but obviously the ref can play on as he sees fit
Report Clouseau November 17, 2014 11:26 AM GMT
There is a right answer but as pointed out above it depends when, assuming he had a whistle, the referee blew for full time.

Marius5a and sh have been invited to peruse the laws of the game and find this law about waiting for attacks to "settle".

It often happens in practice purely to try to avoid controversy but there is no law as such.
Report kenilworth November 17, 2014 4:07 PM GMT
Penalty in the last seconds, the referee
allows the pen to be taken, if converted
goal is awarded and full time called, but
only one shot allowed, i.e. no follow ups
etc.,
