According to Futbol24's Live Table function, it says the top two teams qualify.

anyone else find it strange that there is been not a single shot on goal yet germany have not moved from their pre match price
Just noticed that I haven't really answered your question, oyyou. Sorry 'bout that. 
I'm not entirely sure, but on the German FA's website it says that they will advance to the Elite Group round. I assume this means they will be rearranged into groups again; if you look at the stats for Euro U19 Qual., you'll see there are links for Qual. Groups 1 - 12 and Elite Groups 1 - 7.
(Then again, I could be wrong.)

Germany have had 14 shots at goal, 5 on target and they hit the woodwork too, why do people keep saying 'not a single shot'
Because the stats from that website (B365?) were messed up.
did people seriously think Germany wouldn't have a shot for 45 minutes against Macedonia?!

Yep, both b365 and hills in play pages said 0 shots on goal.
Use the UEFA website, much better, has proper text commentary too
if you guys are betting based on some stats you are going to get mugged sooner or later,

Well, it's difficult to hit the target with 11 players in front of goal.
Over 2.5 goals odds dropped from 1.42 to 1.32 during half-time. I'm not expert at this, but is this possibly desperate people chasing goals in this market because they think they've done their money on the Over 3.5/4.5/etc. markets? Or is it to do with (the lack of) liquidity?
Or it could be that people have realised the stats at b365 and hill's are wrong and there's been more than 1 shot in this game.

I'm not going by them, I was just stating thats why people were saying it.
Yeah, forgot about that. Obviously teo813 is right when he says that it's unwise to bet based on stats alone (especially if you can't verify them), but that's half the fun of this, is it not? 
That wasn't meant at a dig at you. I think some people were genuinely placing their bets based on those stats.
There are times when I will go by the stats - if there's a game thats streamed and a team's had 32 shots on goal, 19 on target and the away team cant even get out of their own half it's worth a punt 
so lucky i got out of over 2.5 here. This game just doesnt feel right at all
i could do with Portugal pulling their finger out as well, 0-0 with Latvia ffs!
