LONDON | Tue Oct 9, 2012

(Reuters) - Scotland will hold a vote in 2014 on independence in what could result in the eventual breakup of Britain, a British government minister said on Tuesday.

The announcement ended months of stalemate between the Westminster government in London and the Scottish devolved administration in Edinburgh.

"What will happen is that Westminster will devolve the power to the Scottish Parliament to hold a single-question referendum on whether Scotland should be in or out of the United Kingdom," Scotland Office minister David Mundell told Sky News.

"We anticipate that happening in autumn 2014."

Mundell's comments suggested both sides had compromised over the timing and format of the referendum.

"There's a meeting on Monday," a government source said when asked about the reported agreement, adding there was no guarantee a deal would be reached.

British Prime Minister David Cameron, who wants to keep Britain intact, had backed holding a vote as soon as possible on whether to end Scotland's 300-year-old union with England, with a simple "yes" or "no" single question.

Alex Salmond, leader of Scotland's nationalist government, had sought a third option to be included in the vote, allowing additional powers to be passed to the Scottish parliament.

However, he had also pushed for a delay until 2014, the 700th anniversary of the Battle of Bannockburn, a famous Scottish victory over the English, giving his independence campaign more time to persuade voters to support the split.

Polls suggest between 30 and 40 percent of Scots currently support independence.

The Scottish government said "substantial progress" towards an agreement had been made and a final deal was almost ready.

"We are however on track for the full agreement to be presented to the First Minister (Salmond) and the Prime Minister over the next few days," a spokesman said.

Under the devolved system of government, the Scottish parliament has control over health, education and prisons.

It also the power to pass laws on a range of subjects and to raise or lower the basic rate of income tax by up to 3 pence in the pound, while Scotland also has its own legal system.

Cameron argues that Scots, and Britain as a whole, would be worse off if they voted for independence, as the bulk of Scotland's funding comes from a 30 billion pound ($48 billion) grant from the UK government.

However, Salmond has said an independent Scotland would be entitled to the lion's share of North Sea oil revenues.

A Scottish vote for independence would undermine the foundations of modern Britain which comprises England, Scotland and Wales. Northern Ireland and Britain make up the United Kingdom

Forgive my naivety, but what does he want if not independence?

Salmond is very happy with the status quo of receiving loads of money from London to ensure no prescription charges, no university fees etc. in Scotland.

While at the same time being able to blame everything that is going wrong on Tories and Scotland not being independent.

This is just a publicity stunt to try and get more cash as he knows people will vote No in the end.

The Tories might be okay long term with all those English seats, but Cameron would be finished if he was he PM when the union broke up.

I don't expect it will make much difference to me whether they get independence or not, as I moved to england to work about 30 years ago when the fascist government put hundreds of scottish firms out of business and did their best to put the whole of  scotland on the dole. (and then they wondered why nobody voted for them)

I liked the poll by ComRes? A majority of Scots would vote no to independene, while a majority of British would support it.

all these polls lol, nobody EVER asked me or anyone i know how they would vote,a lot more will vote yes than people might think.in my view, this will be very close.salmond always wanted a single question, a multi question referendum would just fudge it,salmond and nicola sturgeon have stated their preference for a single question previously.

Not sure that's correct.  Salmond wanted a two questionreferendum.  The Telegraph, 24 September 2012:

"Officials from both the UK and Scottish governments have started working up the wording of an agreement whereby David Cameron will transfer the powers for a legal vote to take place.

The Prime Minister and Alex Salmond are to meet shortly to sign off the deal, which is expected to specify that the ballot paper will contain a single question on separation.

The First Minister has been lobbying for a second question proposing all tax powers be transferred to Holyrood – so-called ‘devolution max’ – but used an interview with the Los Angeles Times to admit defeat."

The First Minister told the LA Times the pro-separation referendum campaign will now focus on winning over voters who want devo max but have been denied the option by Mr Cameron.

He insisted that independence was the most popular of three constitutional options, ahead of the status quo and devo max, despite opinion polls showing less than a third of Scots support it.

“But the U.K. government is clearly not willing to offer devo max or fiscal autonomy as an option,” he said.

As a Scot who has lived in England for a long time I would say that the vote will be NO. My friends and family back home know
exactly how much better off they are at the moment with a lot of the subsidies they receive. The only danger would be
allowing the vote to 16 and 17 year olds which I think they are trying for. If thats the case then you get the misguided
nationalistic rant " we fckin hate the english etc etc " ( I was like that at that age as well but have since matured hopefully )and the vote would be really close

How many referendums in a row over how many years need to be a Yes vote before independence happens?

Will England continue to be governed by Jocks if independence happens? Cameron, Brown, Blair etc?

i think that people in both Scotland and England would be wrong to vote for independence. It has been shown certainly since WW2 that we(british)are no longer capable of governing ourselves.I would prefer unity with say Germany or maybe Switzerland hopefully with a view to becoming one nation
