does that mean how many 0-0 draws there will be or does it mean how many teams won't score, because if for example Germany beat Portugal 1-0 then Germany have kept a clean sheet.

Outpost - a clean sheet is when one team doesn't concede. So, if Portugal beat Germany 1-0, that is 1 clean sheet. If England and France draw 0-0, that is 2 clean sheets. Hope that helps!
