As I understand it there is half an hours grace before any overs are lost. After half an hour every further 4 minutes lost equals one over lost, but each team loses an over in turn (sort of) so after 38 minutes lost the game is 19 overs a side, 46 minutes lost 18 overs a side and so on. Also, as they did here, 10 minutes can be taken from the innings break reducing it from 20 to 10 mins, so in theory a 50 min break, as was the case here (roughly) only results in the batting side losing one over. Hope that makes sense.
