Is there any rule to say you can't have them 20ft long, so could get round in a few strides?

I think it's great that he has a chance to compete, no probs with that. But it seems to me that if the guy wins people will say its unfair, so its almost as if he is only allowed to compete so long as he doesn't win. Doesn't seem fair somehow.
