It's not a gun,it's a klaxon that's wired to the starting blocks.The false start horn goes off if the reaction time is less than 0.100.
Where there is manual timing(in addition to photo-finish) there is a strobe light included for the signal to the time-keepers.

I just heard on the news that someone was shot with a starting pistol..... police believe it is race related !!!
Adding 3 exclamation marks did not make that any better,believe me.
